Cats are obligate carnivores, so grains like plain pasta and plain rice aren't part of their natural diet and don't offer them much nutritionally — but that's a nutrition point, not a toxicity one. Neither plain cooked pasta nor plain cooked rice is dangerous to cats in small amounts, and vets sometimes even recommend small amounts of plain boiled rice to help settle an upset stomach.
The real risk with grains comes from what's added to them rather than the grain itself: garlic or onion in the sauce, butter or oil in large amounts, or salt in the cooking water. A few plain, unseasoned bites are a low-risk occasional addition; a bowl of pasta with sauce is a different question entirely, and worth checking against the specific sauce ingredients.
