Around 30% of cats lack the gene that makes them respond to catnip's active compound (nepetalactone), so silver vine and valerian root are the two most reliable substitutes owners turn to. Silver vine (Actinidia polygama) contains its own set of stimulant compounds — actinidine among them — and studies suggest it triggers a response in a higher share of cats than catnip does, including some cats that don't react to catnip at all.
Both plants are considered safe for normal recreational use — dried leaf, powder, or infused toys are the typical formats — and the euphoric response (rolling, rubbing, brief hyperactivity) is short-lived and not a medical concern. The caution is around concentration and form: essential-oil extracts or sprays made from these plants are far more potent than the dried plant material and aren't intended for direct ingestion or topical use on cats.
